Highlights from the Annual Parish Council Meeting of the Much Hadham Parish Council on Tuesday 9th May 2006. Officers and Responsibilities
Martin Dillon was re-elected as Chairman and Ralph Camp was elected as Deputy Chairman. Each of the Parish Councillors have certain areas of responsibility and these were confirmed as follows: Highways and Traffic – Alex Farmer and Sandra McAdam Planning – Martin Dillon, Ralph Camp, Sandra McAdam and Penelope Wrong Village Hall – Charlie Jordan Sports Field Association – Alex Farmer and Carmel Naughton Almshouses, Re-Cycling and Stop Harlow North Group – Ralph Camp Burial Grounds – Penelope Wrong Social and Leisure – Alex Farmer Crime / Neighbourhood Watch – William Compton and Sandra McAdam Stansted Airport Matters – Martin Dillon Public Transport – Penelope Wrong Business and Commercial – Martin Dillon Parish Footpaths – Carmel Naughton Street Lighting – William Compton Parish Information – Ralph Camp and Sandra McAdam If you have a query, question or concern about any of the above matters please contact the representative concerned. Two footpaths leading from Kettle Green Lane, one to Windmill Wayand one to Brands Farm Lane have been cleared, as they were over planted with crops. For some time the school has been asking for the footpath that runs through it to be moved or diverted. This is clearly sensible and is supported by the PC and under new powers recently made law this application is moving ahead. There have been occasions of motor cyclists using certain footpaths in woodland areas. This is illegal and dangerous. If you come across this please take a note of the registration numbers and let Carmel Naughton or the police have these details. Our footpaths and bridleways are in good shape and we will be erecting a notice board and producing some leaflets to show exactly where they are located. Stansted Airport You may be aware that BAA have made a formal application for use of the existing runway to be extended to increase its capacity. If granted this would result in more flights and more noise and the knock on effect of more people coming to and from the airport Highways We await a date from the Highways Department as to when they are able to complete the various road improvements and traffic calming measures to the High Street and also repair the road at Gingercress Farm on the way to Widford. An accident occurred in front of the school recently, luckily nobody was seriously hurt. The injury caused to any child in such an accident will obviously depend on the speed of the vehicle and there was a discussion of a 20 MPH limit in front of the school. This would require funding and will be considered further. Sadly, there were reports of many motorists not obeying the traffic regulations. In particular the use of the one way restrictions in Malting Lane at certain times. No doubt the offenders offend according to their perception of being caught. The police have advised us to take the registration numbers of vehicles seen to offend and they will then be cautioned by the police. Taxi drivers, who should know better, are frequent offenders and their numbers can be passed to the local authority who grant them licenses and who can threaten that these will be removed if they continue to offend. Please pass any information you have to Sandra McAdam. There are some potholes to be seen in some of our roads. If you wish to report any faults in the highways please contact the customer service centre at Herts Highways on 01438 737320 or at www.hertsdirect.org/highwayfaults and the work is then issued to the relevant works team from the customer service centre. The War Memorial This is a listed monument and we have now applied for permission to repair or renew. Dogs Two further dog waste bins are to be purchased and we are considering exactly where they should be sited, in or around the centre of the village. Children’s Play Equipment at the Sportsfield The matting underneath the swings and the merry- go- round is to be replaced with a new “safety grass” surface and the other pieces of equipment will have their individual bases weeded, repaired if necessary, and filled with new bark. Stop Harlow North We await the report of the Inspector following the recent Inquiry in Public in respect of the East of England Regional Plan, which includes the proposals for development north of Harlow. This is expected sometime in June. Parish Plan Some years ago a Parish Appraisal was produced. It would be sensible to now convert this to a Parish Plan. This could then be adopted by the local authority and they would have regard to it when considering planning and other matters. There is funding available for this and we will be taking this proposal forward. Vacancy on the Parish Council Following the retirement of Gill Sayer formal notices have been posted concerning any possible election to fill the vacancy. If there is no response by 5th June then the Parish Council can co-opt to fill the vacancy. Date of next meeting Tuesday 4th July at 7.30PM in the Green Room of the Village Hall. The meetings are open to the public and there is the opportunity to make comments and air concerns. We would like to see as many residents as possible. |
